Motion for the Establishment of a Peacekeeping Mission in Istkalen

I would, before proposing this motion, like to make a number of comments. Firstly, I do not intend to undermine the rule of the J-TAI over Istkalen. The primary issue is that distrust and outright hatred of them has gone so far that a second war may be on the horizon, something which I desperately want to prevent. Secondly, I do not intend to force the EU to officially recognize the Republic, although I certainly would not like to be expelled from this body.
Let me again say that I do not wish to harm or in any way destabilize the J-TAI, as that would almost certainly result in more bloodshed. The point of this motion is to prevent bloodshed, not cause it. If it is likely to cause bloodshed, I will withdraw it.
Moving on - what is presently transpiring in Istkalen is entirely the fault of the early Republic. The government of Ilest Kerel moved with its foolish decision to use religion as to manipulate people into opposing the J-TAI, as well as with its implicit endorsements of any and all statements opposing the J-TAI, and we must now suffer the consequences of it. Laicitism is dead; half of the country is under the de facto control of ultranationalists who govern through radio; and the rest is falling apart. Tensions between the people and the J-TAI are again high, at exploding point. If something is not done - and we do not have the power, possessing no military, perhaps rightfully, nor even police force, only the people who have now been lost - my nation will be truly lost.
More than anything, I want to see Istkalen rejoin the community of nations as an equal, head held high, dignified and prosperous. I want to see it rise from this mire and become something truly great, see it finally realize its true potential. I want to see it, my beloved homeland, bloom under the bright sun of peace. No longer will it be in hideous brotherhood with the failed states of our Europe, no longer will it be endlessly confused for other nations, with which it has no connection but that which the Social Democrats wished to create, no longer will it belong to the realm of the half-dead. It will be alive, independent, and with the energy of youth, like so many of the countries and nations from which you hail.
Do not let it fall back into that hell in which it has been imprisoned for so long. Do not condemn it to the pit of the failed states, I implore you. Lend to us a helping hand, pull us out of this mire, save us from perdition, please.
PREAMBLE
The turmoil and impasse that Istkalen has experienced throughout the past few months, especially after the fall of the totalitarian Social Democratic regime, have left it scarred, divided, and unstable. An intervention, although not a military intervention, is necessary as to create a buffer between the Joint Transitional Authority for Istkalen, the Republic, and the people, to prevent an outbreak of civil violence and war and protect both the citizens of Istkalen and the citizens of European Union member-states which may be affected by it.
DEFINITIONS
I. Istkalen - the territory controlled by the Federation of Istkalen prior to 12 April 2021.
SECTION I
I. The European Union, with all due haste, will call upon member-states to, with the unanimous agreement of those taking part, contribute parts of their respective defense forces to serve in a peacekeeping role in Istkalen.
II. The participation of member-states is voluntary. Intention to contribute to the proposed peacekeeping mission in the Istkalen is to be within 48 hours of the passage of this motion.
III. The primary responsibility of the peacekeeping mission in Istkalen shall be the prevention of civil conflict and violence. It is authorized to take any and all measures to do so, save those which:
- are in contradiction with the Universal Declaration of Human Rights
- require regime change beyond on a local level
IV. The peacekeeping missionwill especially be tasked with, but will not be limited to, the duties of disarming non-state militias and paramilitaries operating in Istkalen, assisting the Joint Transitional Authority for Istkalen and the Republic of Istkalen to enforce the presently-in-place prohibition on the operation of the "Northern Radio," and acting as a mediator in conflicts occurring at a local level
IV. The peacekeeping mission in Istkalen will threaten neither the integrity of the Joint Transitional Authority in Istkalen or that of the Republic of Istkalen.
V. The peacekeeping mission in Istkalen will be beholden to no authority except that of the European Union.
VI. The Republic of Istkalen, the Kingdom of Reitzmag, the Archrepublic of Vayinaod, and any and all defense and armed forces under the command of the Joint Transitional Authority in Istkalen may not contribute to peacekeeping forces or the peacekeeping mission. All are required to facilitate it outside of this to the greatest extent possible within the territory of Istkalen.
VII. The Internal Affairs Commissioner shall appoint a commissioned Flag Officer, not from the Republic of Istkalen, Kingdom of Reitzmag, or the Archrepublic of Vayinaod, and not from anyone connected to the activities of the Joint Transitional Authority in Istkalen, to lead the peacekeeping mission, with the agreement of all contributing member-states.
VIII. The peacekeeping mission must prepare a report of its activities in Istkalen to be presented to the European Council every 30 days.
IX. The peacekeeping mission may only be withdrawn by supermajority vote of the European Council.
X. This motion may only be repealed by supermajority vote of the European Council.

I have received confirmation about the facts that the J-TAI will need some assistance in maintaining peace and order in Istkalen and rehabilitating the area. They have also informed me that the recent political situation prior to this would have already started a transition period to full independence from J-TAI intervention. In addition, I have also visited the area with permission from the Reitzmic Government to see the situation with my own eyes, and I believe that what I've seen is enough justification for further foreign intervention to be done. I also call for the people of Europe to recognize the new Republic of Istkalen formed with the supervision and guidance of the J-TAI. However, this insanity must be stopped in order for the Republic to function properly, independent of any foreign assistance.
I have also been informed by the Reitzmic Government, that they will not be participating in this Peacekeeping Mission to prevent conflict of interest. However, they are ready to provide any assistance to such mission when necessary. That is all I could say for now.

I frankly do not see the need for this bill.We deploy european forces when there is no other option. So far thew J-TAI have shown themselves to be competent, uphold human rights and uphold democracy. There is simply no need for outside intervention in my oppinion as J-TAI seem to be handling things fine.

The J-TAI has just, directly in front of you, said that intervention is necessary in Istkalen. How can they control a people who now literally believe that they are wolves and serpents? To crack down would invite a war of devastating proportions. A foreign intrvention, by nations and organizations which the people of Istkalen thankfully are not driven by the malevolent to endlessly conspiracize about, would end the situation peacefully and allow for the establishment of an independent, democratic, and peaceful state, which is something that I'm sure everyone here wants.

I need not tell you gentlemen that the Istkalen situation is very serious. That must be apparent to all intelligent people. I think one difficulty is that the problem is one of such enormous complexity that the very mass of facts presented to the public by press and radio make it exceedingly difficult for the man in the street to reach a clear appraisement of the situation.
The remedy lies in us as Europeans to seek a prompt solution to prevent civil conflict and violence in the region and to offer help to those who need it, and Istkalen needs us.
I have been informed by Her Majesty's Government, that we will be participating in this Peacekeeping Mission, if approved by the hereby members of course with the approval of this motion.
Immediately, we shall out forward an International Trust Fund to help us in this effort, for those who wish to support this program, that should be a joint one, agreed to by a number, if not all European nations.

We recognise the instability in Istkalen and acknowledge that it will take work to resolve. Our Customary Logistics Council has voted that we will participate in the Peacekeeping Mission for Istkalen if this is approved.
Even now, we will continue to welcome asylum-seekers from Istkalen to our shores in hopes of a better life. We are in the EU for a reason, and we would want someone to help us if we needed it.Cllr Dina

Before I open the final voting, I wanted to say some words about the motion introduced by Councillor Tilkanas. I'm very sorry for the delay, but as you all Councillors might understand, there are a lot of proposals and just one person to attend them all on time.
I reckon the situation in Istkalen has not been the best since the war with both Vayinaod and Reitzmag that first was declared to the whole of Europe, which luckily didn't take it seriously. I do agree with you, Councillor Tilkannas, when you say it's the former Republic fault; but we cannot forget we have already had several cases of severe inestability in the region such as Eastern Haane, as you all might remember or at least be aware of. But, I have some concerns about Clause IX.
Clause IX just needs a technical amendment, as we should consider the withdrawal if the Commission considers its mission is accomplished. I will now submit my amendment and give a 12 hours extension period for Councillors who might think the same or want to comment my amendments.

First of all, allow me to say that Czech Slavia fully supports a peaceful resolution of all issues prevalent in Istkalen and peaceful and harmonious transition of power back to the people of Istkalen. As the involvement of the Peacekeepers is requested by the Republic of Istkalen and the Joint Transitional Authority for Istkalen I will vote for this motion.
However similarly to the Deputy Speaker Tusk and Councillor Gragner I consider an amendment to the motion necessary. I think the two affected actors, the Republic of Istkalen and the J-TAI, also to have a major voice about the presence of the peacekeepers. I would not support any action that could become an occupation against the wishes of the people of Istkalen or that would be preventing a peaceful and harmonious transition of power.
For that reason I propose the following amendment.

XI. The peacekeeping mission must be withdrawn at the request of the Republic of Istkalen or the Joint Transitional Authority for Istkalen
