AMENDMENDT TO THE EUROPEAN HEALTH INSURANCE CARD ACT 2011

Councillor Granger, I guess that's not possible, as the current Constitution doesn't allow Councillors or the Speaker to put acts under Emergency Legislation after they have been proposed; but to challenge the classification of a proposal as such, under the mechanism described in Article II, Section IV, Clause IV of the European Constitution.
About the amendment, to my point of view there is not much to say and I agree with it, as the Union needs to protect some social values that has forgotten during the past months, and this amendment will clearly give another point of view to the Health Insurance Card and will help millions of tourists to get the health coverage and attention they deserve if they unfortunately fell sick while travelling.
Also, as I believe this amendment would change some things if it's approved and some members of the Council might be interested in commenting their opinions about the matter, I will be extending the debate.
