      European Border Protection Fund Act

      PREAMBLE

      This Act shall establish the European Border Protection Fund, a fund of the European Union aimed at fostering border protection of the borders of the European Union with states outside of the European Union. This act tasks the European Premier Commissioner with allocation of finances for the European Border Protection Fund in the fiscal year 2022-2023.

      DEFINITIONS

      I. Frontier region - A member state of the European Union bordering a state or an entity outside of the European Union.

      WHEAREAS

      (1.) Following the unilateral withdrawal from the European Union by the Clan Democracy of Strathae, the Republic of Brickston and the Democratic Republic of Czech Slavia had become frontier regions of the European Union.

      (2.) Threat of smuggling, trafficking and illegal immigration across the borders of European Union and states outside the European Union as well as threat of other cross-border crime have become a significant issue that has not yet been addressed.

      (3.) Destabilization of one member state could lead to destabilization of the entire European Union.

      (4.) Border protection of the European Union's borders provide a tool to prevent and fight against cross-border crime and provide safety and stability not only to the frontier regions but to the entire European Union

      SECTION I. - EUROPEAN BORDER PROTECTION FUND

      I. This act establishes European Border Protection Fund.

      II. The European Border Protection Fund shall be funded through the budget of the European Union.

      III. The funds from the European Border Protection Fund shall be used solely by the frontier regions of the European Union to foster border protection at borders with states and entities outside of the European Union.

      IV. The allocation of funds shall be decided by the Premier Commissioner.

      V. The European Council may at any point in time decide the allocation of funds instead of the Premier Commissioner.

      SECTION II. - ALLOCATION OF FINANCES FOR FISCAL YEAR 2022-2023

      I. The European Council tasks the European Premier Commissioner to allocate at least 6 000 000€ to the European Border Protection Fund in the budget of the European Union for the fiscal year 2022-2023.

      II. The European Council tasks the European Premier Commissioner to allocate at least 3 000 000€ from the European Border Protection Fund to the Republic of Brickston for the fiscal year 2022-2023.

      III. The European Council tasks the European Premier Commissioner to allocate at least 3 000 000€ from the European Border Protection Fund to the Democratic Republic of Czech Slavia for the fiscal year 2022-2023.


      Dear colleagues, I come before you with a proposal that would help safeguard the safety and stability within the Union by addressing the fact that some of the member states of our Union, including my motherland, have found themselves bordering a state outside of the Union, but this issue was not yet addressed by the European Union. Brave border guards, from not only my state, but also the Republic of Brickston, have been working tirelessly while risking their lives to ensure safety from a cross-border crime to the citizens of the European Union's member states. But in order to continue maintaining safety at the Union's borders, while ensuring that the frontier regions won't require assistance from other member states, in form of providing police officers to protect the borders of the Union, the European Union needs to provide a material assistance to them.

      I hope the Council will choose safety instead of lawlessness and will demonstrate our gratitude to the protectors of European borders. Thank you.

          While a common approach to external borders is indeed a good idea with systems designed to work together on common issues and this act makes sense I would suggest there is a level of fear mongering over borders going on which is highly dangerous. You only have to look at the far right in our countries to see where this retoric leads to racism , hate and discrimination. The reality is cross border crime and smuggling is low and I've yet to see evidence Strathae in particular is a major source of crime and illegal trade and we must not fearmonger over this , lets be honest internal crime is a much bigger threat than crime from the borders in most cases. So while this bill makes sense lets not start with the fearmongering tone you are currently using for a country that as far as we know isn't exactly a hotbed of crime.Our experience at least in the Duchies is if anything they are better at integrating because of their low levels of bigotry and their tolerance and acceptance , we have more trouble with other groups from more socially conservative nations or the bigots of the far right from New Dawn linked groups.

            Thank you for the support Mrs. Council Speaker. But allow me to ask, with the amendment you propose, how would the finances from the Fund be distributed among the frontier states? I would also like to point out that the amendment you propose should be accompanied with appropriate changes to the Preamble.

            I also thank to Mr. Mizrachi-Roscoe for seeing the need for assistance to frontier regions. And while the European Border Protection Fund is not meant to address issues of border protection with any specific country or entity outside of the European Union, I would like to address your remarks about the Clan Democracy of Strathae in particular. Just from looking at the sheer number of arrests done in the country, we can see that the country has either a problem with crime, which completely stretches out the local police force, which might in turn, coupled with economic reasons, also encourage illegal immigration into the European Union. Strathae is also one of the major producers of drugs such as Marihuana and others, which are illegal in a number of member states, such as the Kindgom of Spain. But again, the Fund is not meant to be centered around the borders of the Union with Strathae in particular, but borders with any state or entity outside the Union. Thank you for understanding.

              I understand the position of defending the external borders. It is my understand alot of the arrests have been for people breaching protest laws and doxing laws there particularly on the Blairite sides , not for the typical crimes that might be more of a risk such as smuggling , theft and violence. So I think given that and that most Strathaens have been peaceful and law abiding in Strathae and in other countries that it might be dangerous to mention Strathae or indeed any particular country in this context. I know you do not mean it in a bad way but we must remember our quotes and the langauge in this legislation could be used by the far right in many of our countries to incite hate and violence against nationalities and ethnic groups. We must consider this in the legislation we write and our speech in this chamber, our words can have great effects on communities and the level of threat against them even if only in one or two countries.

                                      Dear colleagues, allow me to thank you for your work on this proposal. Hower given the recent changes in the world, the proposed legislation has become unnecessary as the conditions that made establishment of Fund an important issue ensuring security and stability of our entire Union, which was apparent to all except those few that can't see past the end of their noses, are no longer present. In addition to that, with the pasing of the Amendment I., the wording of the proposal would no longer be sensible, as I already pointed out to Ms. Speaker.

                                      Therefore I would like to ask the honorable Speaker to withdraw this proposal. Thank you.
