Letter Requesting Investigation into Breach of Code of Conduct by Deputy Speaker Donald Tusk

Good Morning
I am extending this letter to you, Mr. Speaker, to request an investigation into what I believe to be a heinous breach of the Code of Conduct of the European Council Act of 2019 by Deputy Speaker and Cllr. Donald Tusk. On September 21st, 2021 the Deputy Speaker made the following comment regarding the Premier Commissioner during a discussion on the proposed Budget for 2021 to 2022:
"She pretended to become an active Premier Commissioner, and she has been the same as Eilidh Whiteford, slightly better than Ms. Merkel and far more worse than Mr. Cocx, She wanted to work for the Europeans, instead, and let me be very clear, was lying down on the office's sofa while touching her noble parts ."
Clearly the Deputy Speaker was insinuating that the Premier Commissioner was committing a sexual act in an offensive manner during what was support to be a professional setting.
This statement I believe violates:
Section IV:
g) Leadership: Holders of the office of Councillor should promote and support these principles by leadership and example.and
Section V:
I. The behaviour of Councillors shall be characterised by mutual respect, professionalism, understanding others’ perspectives, courtesy and acceptance of responsibility.While I understand that a Cllr. has a Freedom of Speech as well as the existence of

II. The application of this Code shall in no way detract from the liveliness of Council debates nor undermine Members’ freedom of speechHowever, this right does not necessary protect them from the consequences of their act, and that a council debate can be conducted in a professional and courtesy manner. Deputy Speaker Donald Tusk should and has to be held to a much higher standard than that of his compatriots. The statements made by the Deputy Speaker were heinous and screamed of sexism and partaniship.
I ask the Speaker fulfill his legal obligation and begin an investigation into the matter under Section VII of the act, and if the investigation proves fruitful submit a Motion of Censure to the Council as well as begin an official Impeachment proceeding for the Deputy Speaker.
I ask other Cllrs if they share my concerns to sign this letter, but not to engage in any lobbying in this investigation as that is against the Code of Conduct and may invalidate its proceedings.

ATTN: Cllrs Yahontov, Tilkanas, Roscoe, Benfield, Dina, KohoutI am quite distressed at the actions of the Deputy Speaker that have been taken in my absence. My office will be opening a formal investigation into the matter. The language of Councilors must be held to a higher standard, and this personal attack against the Premier Commissioner clearly broke the air of decorum in the Council Chambers and must be investigated further.
