Luis de Guindos was working in his office. Suddenly, his secretary, Adolfo, entered his office. "Señor Ministro, we have to go to Torrejón. The plane is waiting for us." Adolfo said. De Guindos looked at his agenda. "True fact, Adolfo. Today we have that meeting in Finisterre with Inquista, Vayinaod, Icholasen and Fremet, as Leagio that was coming as an observer state. A very important day for Spain, for them and also, for me, the one that's leading the summit." He then took his suitcase, his briefcase and the papers over his table. "I'm ready to go." The minister said. Both departed to the Aerial base of Torrejón de Ardoz, in which the plane was waiting.

Both entered the plane and after 1 hour, they arrived in Santiago de Compostela's Airport, the closest one to the little town of Finisterre. An official car was waiting there, along with the Galician Econony Councillor. "Bienvenido señor de Guindos" Said Francisco Conde. "Thank you Francisco. Nice to see you again." De Guindos said and smiled. Both were partymates, so they knew eachother time ago. Both arrived to Finisterre, left their things in the hotels rooms and went to the Castle, were all was ready.

Chancellor of Exchequer arrives to the treaty talks.

After talks between the Montenbourgian Foreign Office and Spain delegates; a motorcade arrives to the Castle where the discussions where happening for the treaty and The Chancellor and Under-Treasurer of His Majesty's Exchequer Duchess Christine Lagarde de Lyon arrrives. She is received by Luis de Guindos "Senyor Ministro un placer. We are eager to begin this treaty for the future of our Union and the betterment of our relations. Un placer conocerlo."

[Inquista]

Silas Kligenberg, the Bishop Secretary of the Treasury and Economy, arrived in Finisterre. This was the Bishop Secretary's first international visit in his Secretarial position, and he was looking forward to meeting with his esteemed colleagues from other states.

While Bishop Secretary Kligenberg was very keen on integrating Inquista's economy with its allies, he had always been openly hesitant and critical about possible monetary integration. In fact, in the leadership election of 2018 between Speaker Edward Firoux and himself, this was a point in which the Secretary Bishop challenged the Speaker. Bishop Secretary Kligenberg positioned himself as a staunch defender of the Inquisto and of complete monetary independence for the country. However, this is a battle the Bishop Secretary must now concede. Within the Secretariat of the Inquistan Orthodox Church, Speaker Firoux has been pushing for monetary integration, and the vast majority of the Reformist bloc is fully onboard, including the Archbishop, who was easily persuaded on the matter. As such, Bishop Secretary Kligenberg remained open-minded on the proposal, and understood the potential of a monetary union.

The Bishop Secretary admired the surroundings of Finisterre, which was a quaint and beautiful locale. As his motorcade reached el Castelo de San Carlos, Bishop Secretary Kligenberg found himself to be quite struck by the small town's unassuming amount of grand history. He always liked visiting little hidden gems like this. The Bishop Secretary stepped out his armoured limousine and was excited to get the meeting underway.

[Vayinaod]

Second Konsul Erna Rundström was estactic at the chance to go somewhere overseas, it was her first term as part of the Konsulate, and being able to journey to Spain was in some ways a dream. Though, growing up in the cold mountains near Falkor, she did find the summer heat a tad bit unbearable.

Rundström was personally the one to convince Archkonsul Nylund on the feasibility of the proposed project, noting it wouldn't supplant the traditional Kroner but would instead completement it in terms of interntional trade. This initial group, barring Icholasen due to its...extraordinary circumstances, was put together due to relatively similar in Strength currencies. Leagio was invited as an observer due to their economy being on track to a state that they could potenitally join the treaty in a few months time.

"Its Showtime" was the only thought going through Rundström's head as her motorcade pulled into el Castelo de San Carlos.

De Guindos first welcomed The Chancellor and Under-Treasurer of His Majesty's Exchequer Duchess Christine Lagarde de Lyon. They both shook hands: "Igualmente, Consejera Lagarde. Welcome to Finisterre, and also to Spain. As you said, this meeting will make better relations between Spain and Montenbourg, as also having a common currency, if all goes as planned, between us. We'll wait here until the others arrive so we can take a photo all together." He said.

Temperatures reached 20ºC. Galicia, despite being next to the see, wasn't a very warm region. Suddenly, Bishop Secretary Kligenberg arrived. Luis de Guindos approached to him and shook hands, while photos were taking as they were with Ms. Lagarde. "Welcome to Finisterre, Mr. Klienberg. I hope you've had a great flight and then car trip to reach the Castelo." He smiled. Then, they got to talk with Ms. Lagarde.

10 minutes later, Second Konsul Erna Rundström arrived. Luis de Guindos was always very curious about the countries he had very close tights with, so was Vayinaod. He shook hands with Erna and then proceeded to talk: "Mr. Rundström, is an enormous pleasure to welcome you to the Kingdom of Spain, expecifically the Castelo de San Carlos, here in Finisterre. I hope you are doing great." Both approached to the other ministers and De Guindos said: "The Galician Economy Councillor, Francisco Conde, is in the meeting hall getting everything ready. While the others arrive, as I told Ms. Lagarde, we are going to wait here. I hope that's ok for you all."

Acting Korojaunu in Exile Samantha Terrace

Samantha Terrace acting as Speaker of the Nonet declared: "I hereby call the Nonet of the United Dominions of Icholasen to a vote about the: EMU Resolution 2020 which gives the Korojaunu power to negotiate on behalf of this body, the body in charge of Nicoleizian Foreign Affairs.

"The vote passes. Thank you ladies and gentlemen, I'm gonna head off to Finisterre."
Samantha said, packing the travel sized vodka bottles into her gucci handbag and putting on her sunglasses and exiting into the mild Fremetian summer heat. She hopped on a normal commercial plane (for security reasons) which flew over the island of Icholasen. She looked down upon the fields of the country she once lived in and wondered when - if ever - the country would come back. "The proles will come to their senses one day" - she thought whilst applying her 100 Nicoleizian shillings lipstick.

She then arrived in the room and made small talk with the other guests before the proceedings began.

De Guindos approached to Samantha and shook hands with her: "Ms. Terrace, welcome to Finisterre. I'm very pleased to count with you in this meeting which, for sure, will make a boom for our economies and upgrade the life quality of millions of citizens all arounf the European Union, specially in our countries. We are still waiting for the Fremetian and Leagioan delegation, so we will wait here until they arrive so we all get together into the room where the Galician Economy Councillor is waiting for us."

Then de Guindos and Terrace went to where the others were waiting after the media took the photos. They resumed the talking while they waited.

[Leagio]

The Leagioan Minister of Commerce, Fiona Boutet, stepped into the room. The President of the Commonwealth of Leagio had sent her to this meeting to observe and determine if this fiance treaty was something that the Commonwealth should look towards after it meets the treaty's economic qualifications in the future. The President felt that this treaty, should Leagio ever meet them, would provide outstanding economic opportunities for the people of the Commonwealth and provide a stable future for the nation. Although, personally she had no hopes of the treaty being something that the treaty should even be something that the Commonwealth should strive towards. She was willing to hear what was going to be discussed in this meeting and write a report that would be sent to President on her thoughts as well as opinions on the matter.

Luis de Guindos welcomed Ms. Boutet into the room. "Nice to see you arrived Ms. Boutet. I know you have come here as an observer state, but we have reserved a special seat for you with all of us in the main table. We just need the Fremetian delegate to arrive, and we will start the summit. Meanwhile, what are you going to drink during the meeting?" De Guindos asked to all the leaders that were over there.

[Leagio]

"A coffee with a bit of sugar would be lovely, Thank you." Minister Boulet replied as she took a seat at the area that was prepared for her.

[Spain]

After the Fremet Minister arrived, the meeting could proceed. The service brought the drinks the international leaders had ordered, they closed the doors and the Galician Councillor stood up. He would be the one welcoming the international leaders to Galicia before Luis de Guindos started to lead the first art of the summit.

"Señoras, señores, quero darlles a benvida á miña terra. Benvidos a Galicia, a Finisterre. Somos unha terra unida que ten un idioma propio e unha cultura diferente, onde se cría que acaba España e Europa. E estamos orgullosos todo iso. Por iso hoxe, diríxome a vostedes na miña lingua, o Gallego, para comezar con este cume. Agora, paso ao inglés para que me poidan entender mellor, non sen antes agradecer ao servizo de tradución que exercesen o seu labor durante estas pequenas palabras na miña lingua. (Ladies and gentlemen, I would like to welcome to my homeland. Welcome to Galicia, to Finisterre. We are a united land whcih has its own language and culture, and where it was believed that Spain and Europe ended back in the past. We proud of all of that. That's why, today, I'm talking to you in my language, Galician, to start this summit. Now, I'll switch back to English to allow everyone here to understand what we are saying, but before I do that I would like to thank the translation service for their service during this words.)"

Francisco drank a bit of water before resuming the speech, this time in English.

"Today, our main purpose is clear. We want to achieve a prosperous agreement to get a common currency. And we are here to do so. I hope that, together, you are able to reach an agreement taht benefits every single country represented here. During this summit, I will mediate between member states if we have tensions or conflicts, which I hope we don't have to see any of them. With that said, I allow the Spanish Economy Minister, Don Luis de Guindos, to speak. Thank you"

De Guindos shook hands with Francisco and started his speech, where he would explain everything the foreign ministers needed to know about the summit:

"Gracias Francisco. Ladies and gentlemen, as my friend said, welcome to Finisterre. Before we get into the matter, I would like to explain everyone of you how this summit will develop. It will be split in 2 parts: The 1st part is where we are now, and we need to develop the Treaty, as dicsusing the economical matters, currency name and symbol, and so on. Once we have reached a common agreement between us, it's the time for the Part 2. This part will take place tomorrow, and would be the time of the Heads of Government from each country. They will sign the treaty and with that, the summit will be over. Thank you very much."

Francisco then spoke: "Are there any doubts? If there are not, we can then proceed to start making the treaty. Any suggestions for it?"

As the Guindos saw there were no answers to Francisco's question, he decided to get a text agreed by the different secretariats to see if the Ministers preferred it more than starting it from scratch. Luis was always ready just in case he needed to, and this was one of those cases:

"As I see there are no suggestions, I would like us to discuss this proposed text which was agreed by secretariats. The Minister from Leagio, Ms. Boutet, is also allowed to share her thoughts as we would like to hear observers states too. What do you think of this treaty? Shall we get any changes?"

[Montenbourg]

After a careful reading, The Chancellor and Under-Treasurer of His Majesty's Exchequer Duchess Christine Lagarde de Lyon says:

"I think it's excellent no comments from our part. We commend the proposed text."

[Leagio]

After reading the Treaty, the Minister of Commerce for Leagio wrote down some notes in a small blank notebook for her to write her report.

"I do have some questions, but do be aware i am will only ask questions for clarification. One of the things that this treaty does not state is how a nation can join the treaty? Would the signatory-nations establish the necessary conditions themselves? Or is there some sort of outside process for that?"

[Icholasen]

Samantha Terrace, acting as the representative of the United Dominions of Icholasen, declared that the treaty was acceptable for her and her nation, with the backing of the Nonet behind her decision, Free Icholasen would enter the EMU.

[Inquista]

After studying the document, Bishop Secretary Silas Kligenberg also gave his approval of the document.

"The terms of the treaty are most agreeable. The Most Blessed State of Inquista looks forward to the increased cooperation of our states. The College of Bishops will be eager to ratify this treaty."

[Spain]

"Thanks for your questions Ms. Boutet. The signatory states will regulate and set the conditions for joining the treaty, to mantain the value of the currency stable and also to have a common choice on which nations are allowed to and which aren't allowed to enter. Once you have been authorised, you'll be given certain instructions and you'll subject to the treaty conditions in term of the currency test and other sections and clauses. But the main answer is that we, signatory-states, would set the requirements by ourselves and then, we send them to the applicant state if it's been accepted. If it hasn't, we will just inform the applicant about the non-acceptance of joining this Treaty."

De Gundos drank a bit of water and went on:

"I see that we have positive feedback from some nations. Could we get the feedback from Vayinaod and Fremet too please?"

[Fremet]

Hjørdis Saether, Fremet's newly appointed Commerce Minister, had been watching the proceedings thus far and mostly keeping to herself. In her time as Mayor of Rhodenheim and Commissioner of Trade, she had discovered that sometimes it was best to sit back and observe rather than immediately get involved.

She was just completing her fourth reading when called upon by De Gundos. She looked up from her page and spoke:

"The Fremetian Government finds the terms of this agreement to be acceptable for ratification by the Staatsrat. In addition to movements toward this common currency, I am curious to see what plans there may be, if any, regarding the integration of regulatory frameworks between respective countries. I am aware that a common currency does not necessarily necessitate a common regulatory framework, but for the continued stability of such a currency some degree of cooperation between these bodies must prevail. Fremet's banking system is notoriously complex and functions very differently from that of many continental nations. Are there plans for the duties of Fremet's Comptroller of the Currency to be handed over to the BofE? Or will these duties remain a part of national regulatory framework?"

[Spain]

"Thanks for your questions Ms. Saether. First of all I need to say I'm very happy to see everybody is supporting the Treaty and that's a really possitive thing. Now, as said in Article 4, Section 2, subsection A, "The Bank of Europe will be considered as the central bank of all the signatory states". Still, subsection B allows to keep the central bank in our countries, so the functions that the Fremetian Central Bank does could perfectly continue under orders of the Bank of Europe.

With that said, we have mostly all opinion over the table and we have answered the questions that have been made. Is there something else someone would like to add or shall we consider this meeting as finished and, as a consequence of that, is the Treaty ready to be signed by the Prime Ministers?"

[Montenbourg]

"Europe Should Unify, Not Split Up. The EMU is supposed to advance European unification. The Prime Minister and Her Majesty's Government endorse this treaty, and will sign it. This is a great advance for our unity. I also think that all opinions and arguments had been set out clear. Let's proceed."
