      Although the Director of the European Aviation Agency mentioned a good point, i think that the Council should meet somewhere in the middle as the funds from the budget surplus could be used for other programs. If the Speaker has no problem with this, then i would like to propose some amendments to the budget that relate not only to the EAA but other programs within the European Union. The following programs that i think should have increased funding is not only the EAA but also the European Health Organization and the European Health Insurance Program. So, I propose two amendments to this legislation.

      Amendment 1
      European Aviation Agency: €780,000,000
      European Health Organization (including European Biotechnology Advisory Board): €732,823,400

      Amendment 2:
      European Health Insurance Card Program: €53,518,000

                                  Voting on amendments is now over. Amendments I and II both received 7 votes for and 6 votes against, and thus have been REJECTED. Simple majorities require 55% of the vote to pass.

                                  Final voting on the budget begins NOW and will last until 22:15 GMT on August 21st, 2020.

                                    OOC: As a reminder, the vast majority of the Discord server is OOC and non-canon. A document introduced there does not exist in the RP and can't be admitted into the Council on an OOC basis late in the legislative process. Players also don't vote for the budget, Councillors do. The document is therefore inadmissible. The proper way to have handled this was to have introduced the document into the Council ICly during the debate phase, so Councillors could consider the reasoning behind the numbers and come to an informed decision. </OOC>

                                      OOC: Totally agree, but our goal was just to have a budget. There's no real IC reasoning for the budget being this way other than 'It funds the European Union.' If there was a budget from 2019-20 then there'd be either cuts or investments, but since there was not a budget before, there's not much of an IC reasoning for the budget being this way necessarily. Of course for the next budget this will all be solved so all is good!
