Sanction Motion against the Federation of Istkalen

SANCTION MOTION AGAINST THE FEDERATION OF ISTKALEN
Presented by Premier Commissioner Dr Walter Cocx and Cllr Nicholas Benfield on behalf of the governments of Inimicus, @Ruthund, the @BrumBrum , @Fremet, and @Nofoaga.
We, the member states of the European Union, united with the European Commission and Council, declare the following sanctions against the Federation of Istkalen:
Section I. Economic Sanctions
- Member states shall cease the export to and import from the Federation of Istkalen of the following materials: Aluminium oxide; Antimony; Beryllium; Borates; Carbon fibre; Chlorosulfonated polyethylene; Chromium; Cobalt; Coking; Europium; Fluorspar; Gallium; Germanium; Indium; Lanthanum; Magnesite; Magnesium; Natural graphite; Niobium; Platinum group metals; Phosphate rock; Rare earth elements; Silicon metal; Tungsten
- Member states shall cease the export to and import from the Federation of Istkalen of any and all weaponry, ammunition, military-grade equipment, or any associated products or materials.
Section II. Diplomatic Sanctions
- Member states are encouraged to suspend the extension of visas to any citizens of the Federation of Istkalen, except in the case of refugee applications.
- Member states are encouraged to suspend any remaining diplomatic representation of the Federation of Istkalen in their countries.
- Any further representation of the Federation of Istkalen in the European Union is hereby suspended.
Section III. Individual Sanctions
- These sanctions apply to any and all government officials of the Federation of Istkalen, its former and future iterations, as well as breakaway governments or authorities forming from the same.
- These sanctions shall not apply to government officials from any interim government of the territory of the Federation of Istkalen formed by agreement between several member states or European authorities.
- All assets held by sanctioned individuals in member states shall be seized as soon as practicable. Monetary assets are to be held by the European Central Bank until further notice.
- Visas, travel permits, laissez-faires, or other state-issued documents, excepting refugee applications, shall not be extended to sanctioned individuals.
- If found in the territory of any member state, sanctioned individuals are to be arrested and questioned -- member states shall be free to try these individuals in accordance with their own customs.
"Councillors, over the past few weeks you have undoubtedly heard and extensively discussed the ongoing brutal situation in the Federation of Istkalen. From a troubled region trouble once again brews, leading to a declaration of war against the entire European Union and an invasion by Reitzmic and Vardic forces. The European Commission received the required number of Sanction Requests as per the European Commission (Sanctioning Powers) Act 2021, and has agreed on this sanctions package.
"You will note, Councillors, that this package explicitly does not prohibit or restrict the import or export of humanitarian aid, food and water, or other essentials to Istkalen, such that help may still be offered to the war-struck people of the area by anyone who wishes to do so. Furthermore, the objections of some Councillors to the USNR sanctions motion, especially concerning diplomatic sanctions, have been taken into account, and this motion does not affect the diplomatic rights of member states.
"Although Reitzmic and Vardic authorities are currently in the process of establishing a transitional authority in Istkalen, it is unlikely this will immediately solve the turbulent situation there. We have seen before that several groups will attempt to establish themselves as the legitimate Istkalen government, and this motion, therefore, covers any and all iterations of the Istkalen government except the legitimate, transitional authority. As always, the Commission is very much open to Councillors proposing amendments and engaging seriously with this motion."

Istkalen, of course, opposes this. While we understand the motivations behind this motion, we believe it to be illegal. No other Commissioner, save for the Premier, gave their explicit approval to this motion; as such, it has no right to be here.
The Federation of Istkalen no longer exists; I assume that the transitional authority will be allowed to send representation here. If not, then evidently there is a problem.

The illegality of this motion is beyond amazing. As a result, I vote AGAINST this motion. A case against Premier Cocx will be brought to the European Court of Justice at short notice.

I think that the provisions of this sanction motion would make it harder for J-TAI to accomplish their mission in restoring and reforming Istkalen. There fore, I vote AGAINST this motion.

I have calculated, Mr. Speaker, and it seems as though this motion has not garnered a 55% majority, which is required by the Constitution for proposals passing by a simple majority in order to pass. 6 out of 11 were for - this amounts to about 54.54%, which, while rounding to 55%, is not 55%. I refer to Article II, Section III, Clause IV of the Constitution in this.

Mmm indeed. Thank you for catching this error. The individuals responsible have been sacked, those responsible for sacking the people who have just been sacked, have been sacked, and all have been expelled to Dromund Kaas.
