        I am sorry to say Councilors Granger and Muzhare that the Speaker is not able to do that as the words of the Consitution of the EU prevent him from doing that even if he wanted to. To do that, we would have to amend the constitution, which I will present a proposal for that when this motion passes. If he did so without it being amended, he would be breaking Constitutional Law and face impeachment. For example, let me cite this from the Constitution in section 4 clause 2, "The Speaker may extend Council proceedings if deemed suitable, however, no phase of the legislative process may be shortened and this power cannot be delegated." The Speaker can only extend debates not shorten them. So, unfortunately, we must go through the full process through the required time.

          Councillor Plessis, I don't believe our colleagues are asking me to shorten the debate, which I never would. They're asking me to not grant a debate extension, which Councillor Van Allen has asked for.

          Since four of our colleagues have asked to not extend the debate, I shall rule with the democratic majority here. Besides, I think they have a point, considering that an intervention is likely needed as fast as possible. We still have almost a full 24 hours of debate, which is also enough time for any councillor to propose any further amendments.

          I have to say, I am very against the deployment of the ERF until the country has been deemed safe. The ERF is not a fighting force. It's a peacekeeping force, mostly with the intention and purpose of carrying out humanitarian activities. The ERF will probably need to deployed eventually, to help maintain peace and channel humanitarian aid to the country, but that time will likely only come in the later future. For now, the intervention will have to be more security-oriented in nature, since I strongly suspect that the Haaneans will not take to foreign intervention kindly, especially after the Kingdom of Reitzmag engaged in battle with them.

          I support Councillor Falk's amendments, particularly Amendment II, which is actually unfortunate. Reitzmic involvement in the country has likely stained all perception of foreign intervention, and the flying of EU flags had made the EU look like it supports imperialism and war crimes, which is very regrettable. Since I suspect the people of Eastern Haane have no faith or trust in the Reitzmen who have engaged them in combat, and have caused much unneeded bloodshed, it's best that they do not be involved with any future coalition in the country.

            Dearly esteemed members of the European Council, as of now we have another report of an attempt against us. During a distribution of relief packs in our Republic Assistance Base, a woman approached Atty. Winston and chattered with him. One of our troops tried to end the conversation but then the woman unleashed a hammer and tried to smash Atty. Winston's head. Atty. Winston is safe while the soldier was hit, though he is currently recovering from the incident. Our Army tackled the woman and put her inside one of our trucks to avoid more incidents like that.

            Honorable councilors and commissioners, I do not think that it is safe to say that military can't be used to neutralize the conflict. Currently, the lady is under our custody and will remain inside the truck with all her necessities and will be counted as a refugee.

            This afternoon, we have also identified the location of the guerilla rebels through our satellites and drones. We have sent goods which include food, water, and clothes via air drop through our helicopters. The goods of course, were inspected by doctors to ensure that the Haaneans will remain safe despite what these guerilla forces did to my men. We are also looking forward to force the remaining Haaneans to form a democratic government under a democratic process. That is all I can report this council for now.

              Gen. Carleton-Smith, you really seem not to care about what the Internal Affairs Commissioner said and we are still waiting for a rectification about the European flags. The Kingdom of Spain doesn't support imperialism and war crimes, what your country is doing at the moment as we are seeing in Kiel. You can't deny the fact, the truth. Are you going to rectificate on the European Union flags? Can we trust on your words?

              I absolutely condemn what happened to Atty. Winston, the poisson of your soldiers and blablabla. But I also condemn, and I think all the Council does, your imperialism and war crimes all around Eastern Haane. You have gone there for a simple reason, and that was killing innocents and getting a puppet, relevance by killing hundreds of innocents. And now you want to lead the operation? I would be embarrased if I would be you, Gen. Carleton-Smith.

              Gentleman, I hope Reitzmag, for the sake of stability and regulations follow this intervention motion and does not act independently to the European Union and moreover, doesn't break the No fly zone the 4 Assembled Powers are setting up on Sunday. And I hope you can give some answers or at least, don't ignore this council which is what you have been doing since you arrived here. Thank you very much.

                Fellow Cllrs. I echo the sentiments of Speaker Firoux as the reasons to support amendment 2. If the mission of nations like Reitzmag is truly humanitarian, then they should have no qualms as to taking themselves out of military actions in any intervention. There have been hundreds of Reitzmic causalities, at least those publicly acknowledged. Amendment 2 will go far to show the local people of Eastern Haane we will not universally forgive actions that may have forsaken the European principals we stand for.

                I hope the various Councillors reconsider this, and support the second amendment I proposed.

                  I would like to bring up the recent statement made by the leader of one of Eastern Haane's guerilla forces, in which it is said that "Reitzmic forces have set up a totalitarian state apparatus," and that "they know and see everything." While I in no way trust this man, who has spearheaded a number of atrocities against Reitzmic forces, we must at the very least consider that what he is saying is true. If so, then it appears that Reitzmag has gained total and near permanent control over the area.

                  As a result, while I do fully support the second amendment as a result of the antipathy that the Haaneans have for the Reitzmic forces, I also caution the nations to take part in this coalition. If this statement is true, Reitzmag will refuse to move, and will be difficult to remove forcefully without mass casualty.

                  However, a removal must certainly be made if no voluntary action is made. Even without this statement, all evidence from the area points to an occupation.

                    I echo Cllr Freund's words, which emphasise the nature of Reitzmic military occupation in the region. Any coalition members who take part in military operations against elements in Eastern Haane or, heavens forbid, the Kingdom of Reitzmag, should be warned for the seemingly near-total occupation of several regions in Eastern Haane that Reitzmic forces have wrought.

                    Fortunately, and I suppose this is where I may be able to put Cllr Freund at ease, the current Motion, as it stands and was authored, makes any potential non-cooperation by Reitzmag a punishable offence in the European Court of Justice. Now, that is not to say this in itself would persuade the Reitzmic military from moving, but it may, in the future, allow for the reconstruction of relations between all of us in a harmonious, and importantly, lawful way."

                      I would also like to thank both Councillors Firoux and Falk, and before I leave the chamber, I would like to give a last message for all the Councillors and for all your countries: "We shall raise against those obstacles trying to doom our way. We will make it together, and we will get over this united. Co-operation is essential, let's not break the regulations and co-operate."

                      Also, the Commission will be looking closely at the actions and will release a report once we have enough information to do so. We will be asking all factions to send information about casualties and other happenings of interest for me and the other Commissioners.

                          Hon. Tusk, think you do not understand. My country has the sole sovereignty over its armed forces. We did not enter the European Union for its esteemed institutions to control even our Armed Forces. There is no act or part from the EU Constitution that allows the EU to gain control over a member-state's armed force. We will not follow any foreign directive that had been decided without our consultation. As of now, we don't think that we need to intervene in Eastern Haane. The refugees we retrieved had burnt the temporary housing we installed for them. We have given all the care we could even if it is dangerous. But, I think it would be better if the only state trusted by the Haaneans would intervene. Hence, I suggest that the EU lets Austria to do the job.

                            The Federal Republic of Austria will maintain its neutrality, and will not intervene here nor anywhere else. We have let the Haaneans establish their own government in exile not out of support but out of simple kindness, a kindness that all should have. All peoples, in our minds, should be completely sovereign over their own affairs.

                            We do not believe ourselves to be more or less trusted by the Haanean people, either, and do not even have a military, nor intend to create one.

                            In short, all that you have said regarding our state and our country is entirely untrue; all that you have demanded will not come to be.

                              Hon. Freund, your country is the only state trusted by the Haaneans. I can infer that political ideology had impacted the Haaneans' decision to be against us. It is very well taught in Reitzmic Military School that political ideology should be set aside during missions. I think we should just drop aid to the Haaneans and leave them alone. The Austrians can also do the job. By the way, GCHQ is currently deciding whether we will pull out of the area. That is all I can say for now.

                                I must repeat that we have no military, nor do we intend to create one. Such an action would result in the removal of the entire administration from power. At the same time, as far as I can infer from the various releases from the Republic and from Eastern Haane, this has very little to do with political ideology, and more to do with the fact that you were an occupying force. No one wants to be occupied, for it is an encroachment upon the autonomy of nations.

                                Again, we do not believe ourselves to be trusted by the Haaneans any more than any other nation. We will remain with our policy of neutrality. You cannot dictate for us what our government should or should not do.

                                  Debate is now over. It is time to vote on amendments. There are two amendments, both proposed by Councillor Falk:

                                  Amendment I

                                  1. This coalition of willing members shall be lead by a commissioned flag officer who shall be appointed by the Premier Commissioner on the consent of participating members. This flag officer shall be from a nation with no previous attachment to operations within Eastern Haane.

                                  2. The coalition shall only have legal merit until the 31st of December, 2020. The European Council in the weeks proceeding this expiration shall consider an additional three month extension.

                                  Amendment II

                                  1. Members of the Coalition intervening in Eastern Haane must inform and brief the European Council on their actions in the territory of Eastern Haane at least once every fortnight 96 Hours.

                                  2. Any member state intervening in Eastern Haane, or continuing to do so after the passage of this motion, is hereby condemned by the European Council and may face legal action in the European Court of Justice.
                                    a. Member states intervening in Eastern Haane outside of the Coalition, who then join said Coalition within 48 hours of the passage of this motion, may be exempt from measures under this section.
                                    b. Any member-states which have engage in open combat with any native elements or groups within Eastern Haane shall not be allowed to take part in further military actions in the nation even as part of the coalition. These member-states shall be allowed to continue humanitarian and medical actions under supervision from the coalition commander. This section shall be appealable to the coalition commander

                                  Voting on amendments begins NOW and will last until 07:30 GMT on October 6th, 2020.


                                  I vote FOR both amendments.
