      EUROPEAN HEALTH INSURANCE CARD ACT 2011


      SECTION I

      1. The European Union under the European Health Organization will issue the health insurance card for all member nations.

      2. The health insurance card issued to the citizen will be entrusted within the health insurance benefits of the government of origin and other benefits agreed upon by the European Health Organization.


      SECTION II

      1. The health insurance card provides a universal format for international health care and health insurance processing within the European Union.

      2. The health insurance card will be accepted by all public and private healthcare institutions and governments of the European Union.


      SECTION III

      ~~1. ~~The holder of the health insurance card will provide monetary compensation to the healthcare institution where the citizen received treatment.

      1. In the case of the citizen receiving government-provided healthcare, the government of origin will reimburse the cost of healthcare to the public or private healthcare institution where healthcare was received.

      2. In the case of the citizen receiving non-government provided healthcare, the public or private insurer of origin will reimburse the cost of healthcare to the public or private healthcare institution where healthcare was received with the citizen's expected patient monetary contribution being paid to the public or private healthcare institution.

      1. In the case of a citizen of a nation that does not provide healthcare based upon taxation who cannot pay his or her healthcare costs while holding this health insurance card, the private or public institution must provide billing services to the European Health Organization to assume the healthcare cost.

      Dear Councillors, checking our Budget for this year I believe this shall be a good path to unite the budget of the EHIC under the EHO. I believe our friends of PEL would agree with me that Health care is a human right.

      This Amendment would make the EHIC have been funded through a combination of the funds designated to the EHO and employee payroll contributions and government expenditures paid directly to the EHO.

      The current EHIC is bureocratic and does not gurantee access unless you have the money to pay it. This eliminates that privilege for those who can't afford it, and in a way makes a truthful path to universal healthcare across our union.

      Let's break the loopholes and work for Europe.

            Under the Article II, Section VI of our European Constitution, I call the Honorable Speaker to put this Act under Emergency Legislation.

            The current EHIC is bureocratic and does not gurantee access unless you have the money to pay it. This eliminates that privilege for those who can't afford it, and in a way makes a truthful path to universal healthcare across our union.

              Councillor Granger, I guess that's not possible, as the current Constitution doesn't allow Councillors or the Speaker to put acts under Emergency Legislation after they have been proposed; but to challenge the classification of a proposal as such, under the mechanism described in Article II, Section IV, Clause IV of the European Constitution.

              About the amendment, to my point of view there is not much to say and I agree with it, as the Union needs to protect some social values that has forgotten during the past months, and this amendment will clearly give another point of view to the Health Insurance Card and will help millions of tourists to get the health coverage and attention they deserve if they unfortunately fell sick while travelling.

              Also, as I believe this amendment would change some things if it's approved and some members of the Council might be interested in commenting their opinions about the matter, I will be extending the debate.

              Debate will be extended for 24 hours, until 15:31 GMT on October 3rd, 2021.
