                    The representative of the United Republics of Eretzora and Zion, Miss Devorah Schecter, had been instructed to oppose the bill until mere minutes before casting her vote on behalf of the country. Government officials had been divided on the act, with much of the cabinet viewing it as crossing a line regarding national sovereignty. President Ehud Gabai, however, had been an ardent supporter of the act from the outset and had made it a priority to 'sell' the act to the rest of the cabinet.

                    Just as Miss Schecter prepared to enter the chamber in order to vote against the proposal, she was informed that the cabinet had ultimately decided to support its implementation.

                    "On behalf of the United Republics of Eretzora and Zion, I vote FOR this act."
