      REPEAL: European Commission Sanctioning Powers Act

      Proposed by: Interim Coun. Friedrich van Allen (Reitzmag)


      BELIEVING That the said act is against the principles of the European Union and increases the power of the European Commission exponentially.

      ENSURING That a balance of rights between member-states in the Union is of highest priority and must always be uphold.

      AVOIDING Scenarios in which unreasonable sanctions are applied to nations which have done no wrong.

      WHEREAS This power may be abused through this act that puts the region's peace and harmony at risk due to the dangerous vestment of the power to an institution of the European Union that does not have representation from all member-states.

      THEREFORE This motion hearby repeals the European Commission Sanctioning Powers Act of 2021 and removes its legal status as a law applicable in the European Union.


      Colleagues, I am very unhappy that this European Commission Sanctioning Powers Act is put into force given that it risks the possibility of abusing an important power that the European Union and it's member states have. A Sanction may affect member-states, individuals, institutions, organizations, and other entities heavily and that this power must not be held by only a few people. I am not against Dr. Cocx's agenda of sanctioning the so-called "UNSR", but I am very much against the provisions of the act that enables the European Commission to unilaterally sanction entities with only a few supporters. The power to levy a sanction must be kept carefully and must be used only if a majority of member-states are supporting it.

        This Repeal motion is not only untimely, given that the Act is currently subject to potential amendment by this Council and we have not even been able to see its effects in force, but also highly suspicious. From the get-go, from the moment a mechanism for Union-wide sanctions was first proposed many months ago, the Reitzmic government has been resolutely opposed to any such plan. And, no doubt by sheer coincidence, as Cllr Van Allen would have me believe, Reitzmag is currently among the most sanctioned nations in the Union. The Reitzmic government, Councillors, is simply afraid that at some point down the line, this Act may be used against Reitzmag after it once again demonstrates an imperialist, warmongering, excessively violent nature. Don't fall for it.

        It is even more suspicious that the Government of Reitzmag is supposedly in favour of sanctioning the USNR, which the Premier Commissioner attempted to to lately, but is resolutely opposed to any of Dr Cocx's plans, policies, and words, without seemingly even considering the content of those words. If you want the USNR sanctioned out of existence, support the Act, and support the Amendment to it -- I note the Reitzmic government already declared its intention to vote against the Amendment, which makes its contradictory position all the more confusing.

        As I said earlier, due to the nature of the Sanctioning Act process, which, unlike what Cllr Van Allen proposes, is not dependent on "a few supporters", but rather requires a majority of this Council to implement, we have not seen any region-wide sanctions applied to any state as yet. I would urge Mr Van Allen and all Councillors in this body to wait. Wait and see what the real-world ramifications of this Act could be before considering amendment or repeal. Give the Act a chance.

          As I have said before, I see no point to this act, as a mechanism for regionwide sanctions already exists in the form of the Condemnation.

          I thus remain entirely apathetic to almost all matters related to the act itself, including this repeal, which is almost nonsensical. The European Commission does not have the power to unilaterally sanction member-states, as has been stated by my colleague Councillor Benfield, even with this act; that power remains for the Council and the Council alone. Yes, the Commission technically has power to propose sanctions now; but it already did so in the past through its constitutional powers.

          As before with the amendment, I plan to abstain on this repeal.

              “It’s ridiculous to hear talk about the region's peace and harmony at risk when the proposing party, Councillor Van Allen is part of a country that do not respect the harmony and peace of the people of Copala City and the harmony of the Caspian Sea.

              What kind of peace and harmony is there when we have countries acting under imperialistic-wannabeism notions sustracting the rights of people and mantaining a position of getting out of treaties because I say so? They’re imperialist wannabe countries– you take orders from above and maybe give them to people below you, against the true harmony and peace in the European Union.

              Everyone’s worried about stopping terrorism, the current crises we see rising from satellite countries, and putting a stop on those doing wrong. Well, there’s really an easy way: support ammendments to the Sanctions Act and do well by participating in a debate. But do not Cll. Van Allen intent to supress what we as Union have decided is a good instrument to protect.

                This repeal proposal is lovely. I wouldn't mind to abstain, as the new amendment which is possibly going to pass makes this act worse, but I won't give any chance to any proposal where Councillor van Allen talks about principles, power increases, equality between member states, unreasonable sanctions, power abuse, risking the European Union's stability and so on. Why? Will he ask; the answer is simple: Cllr. van Allen doesn't have a moral or phisical authority to talk about all of this when, as Cllr. Granger said, he is part of a country that doesn't respect the harmony and peace of the people of Copala City and the harmony of the Caspian Sea. I would like to say something else about this, now I'm at Europolis and not in Reitzmag because I would be arrested for misinformation: Reitzmag pretends to be an Empire and ends up being Europe's laughter and the perfect place to mock at. And it is not because of their people, I'm sure they are great; it's because of their politicians and their Councillor. Deputy Councillor Yahontov, please do me a favour and tell Cllr. van Allen to have a fast recovery, stop taking that bloody medication which is driving him crazy and to retire for once and all.

                Councillors, this act is good as far as it isn't ruined. Sadly, Premier Cocx has made an attept to ruin it, and despite I was for the act as it was passed, the amendment makes it worst. This act was supposed to help the European Union, not to help the EU have a new crisis with the Union of Nicoleizian Soviet Republics. This repeal is tempting, and I would support it, but at the same time it's not certain at all the proposed amendment will pass and I think some countries should be sanctioned before it's repealed, one of them proposing its repeal. Maybe they are scared? Who knows.

                This should be a warn for us, a warn to tell us the limits we can and cannot trespass. Today, I have a feeling this repeal won't pass, but I won't say no to repeal it in the future. Thank you very much.
